Clause 7. Similar remarks apply as in the case

of Clause 3. The Order in Council should

authorise the Admiralty to accept.

If these suggestions are approved it will be necessary to prepare a fresh draft Order in Council.

But is it necessary or desirable to give a general

approval of this type?

I think that the better course would be to

ask Hong Kong to draft a Bill to provide for such matters as have not already been provided for in Ordinance 30/33, and to submit it for the approval of H.M. in Council after it has been passed by

X Legislative Council.

specific and not general.

I would draw your attention to the words

"the Naval Forces Act 1903 and the acts incorporated therewith and" in Regulation 20, which has been made under Section 10 of Ordinance 30/33.

I am

very doubtful whether these words are intra vires.

I think that this is a matter to be dealt with in

the second Ordinance,

with H.M.'s approval.
